The magnitude and scale of prevailing humanitarian and public health crises in the Eastern Mediterranean Region underscore the importance of improving national capacity for emergency preparedness, response, and recovery for health security. In view of the need to shape and guide emergency preparedness policies and plans in the countries of the region to respond effectively and timely to crises from any sort of hazard, the WHO Eastern Mediterranean Regional Office developed a benchmarked emergency preparedness index for health. The index was developed through extensive expert consultation review, and a rigorous operational research including field testing of the index in several regional countries, i.e., Iran, Iraq, Oman, Sudan, and Qatar.
